Evaluation of Land and Property Issues for Returnees and IDPS in Afghanistan

Norwegian Refugee Council (NRC), Land and Property Issues For Returnees And IDPs in Afghanistan, Feb-Mar 2009: InterWorks was commissioned to evaluate and study land and property issues particularly as they related to the situation of returnees and IDPs.   The intent of the evaluation was to provide practical policy and practice change recommendations for improving access to secure and viable land, property and livelihoods for current and future returnees and IDPs.  The study was conducted in Kabul, Nangarhar and Balkh Provinces. The methodology included a document review, discussions with staff of government, NRC and other assistance organizations, and individual and focus group interviews with returnees, IDPs and other citizens.
