| Emergency
response measures are taken immediately following the
occurrence of sudden onset disasters, conflicts that
impact civilians and after delayed or neglected attention
during a slow-onset disaster when exceptional measures
must be taken to rescue survivors and meet their basic
needs. Special emergency procedures and authorities
may be applied to support human needs, sustain livelihoods
and protect property. Agencies that respond to emergencies
often require additional support, surge capacity or
special skills to launch and sustain emergency operations.

United States Agency for International
Development (USAID), 1999:
InterWorks consultants served the USAID Office
of U.S. Foreign Disaster Assistance as shelter
specialists for their Disaster Assistance Response
Team (DART) in Kosovo. These specialists undertook
an emergency shelter assessment of the urban areas,
made policy recommendations for shelter response,
worked with implementing partners in the design
of emergency shelter response and supported the
logistical operation of importing construction
materials.
United States Agency for International Development
(USAID) and International Organization for Migration,
1993-1994: InterWorks conducted assessments of
winter emergency needs in Armenia, Georgia and
Mongolia and produced recommendations for a humanitarian
intervention in the food and energy sectors.
