Evaluation of Tsunami Response: Thailand and Indonesia
An InterWorks partner, Sheila Reed, as Team Leader, conducted
an evaluation to assess effectiveness, coverage and sustainability
of CARE’s and World Vision’s tsunami response
in Thailand and Indonesia. As part of the evaluation she
assessed levels of coordination and potential areas for
collaboration. The aim of the evaluation was to make recommendations
based on lessons learned from identifying examples of
good practice and missed opportunities. The overall objective
is to use these lessons learned and recommendations to
improve future emergency response and programme planning.
The evaluation was commissioned by CARE International
and World Vision International.
The three person team consisted of one independent consultant
and representatives from CARE International and World
Vision international. The team was also joined by independent
consulting team collected data through key informant interviews,
focus groups and document review. The evaluation highlighted
that a lack of national and local preparedness and warning
systems was the greatest ‘missed opportunity.’
